MART Regulation: More Belarusian Goods on Store Shelves

From September 10, the MART resolution dated August 20, 2026, No. 48, will take effect. It temporarily introduces a requirement for the presence of Belarusian goods in the retail assortment of stores.

Essence of the regulatory requirement

The number of Belarusian goods on store shelves will increase. However, this does not mean that imported goods will disappear from sale. Primarily, Belarusian products are added to imports, not replacing them.

If consumers have demand for foreign-made products, they will remain available under equal conditions. Thus, consumers will have more choice.

The mandatory assortment list is the minimum set of goods that must be in a store. The list takes into account the store format and its area. Beyond that, the retail chain decides which product lines to expand.

Exceptions for critically important goods

For critically imported goods that are produced in insufficient volumes in Belarus, compliance with the list may be met through foreign products. There is a special note on this in the resolution.

Moreover, the regulation does not apply to pharmacies, branded and discount stores. Thus, separate approaches apply to specialized retail outlets.

Administrative liability

Administrative liability is provided for violations of the list. However, sanctions are small. Upon first detection of a violation, the store will receive a warning.

The goal of the regulation is not to punish but to ensure the presence of Belarusian goods on shelves. Thus, it is more of an incentive measure than a punitive one.

Objectives of introducing the regulation

First and foremost, stores will retain the right to independently choose their assortment. In addition, customers will still be able to choose goods from both domestic and foreign production.

Thus, the regulation aims to balance the representation of goods and support the Belarusian economy.

Practical application of the regulation

The regulation will differ for various categories of stores. Larger retail chains will receive a larger list of mandatory Belarusian goods. Smaller shops will have more flexible requirements.

However, in all cases the regulation will correspond to the specifics of the retail point and the real possibilities for product placement.
