Presidential Decree No. 392 of the Republic of Belarus dated October 29, 2026, "On Granting Powers in the Construction Sphere" will accelerate construction in Belarusian regions and allow reducing approval time by an average of half a year.

Starting January 1, 2027, this document significantly expands the autonomy of local authorities. In addition to the possibility of approving priority objects from ready-made modular constructions without design documentation, regional executive committees (oblispolkom) and the Ministry of Construction (Mingorishpolkom) will receive additional powers. This includes deviation from plans: it is allowed to place priority objects for the region that deviate from approved detailed planning projects (PDP) and to finance their own construction (PDD). I should note that previously, only budget funds were allocated for this.

Modular-type constructions made in a factory are considered buildings assembled on-site from one or more ready-made block modules. The main criterion for such objects is that they are fully produced at a factory, delivered to the construction site as ready-made bulk blocks or in disassembled form for express assembly. These can include boilers, water treatment plants, substations, fire stations, trade and food service facilities, and construction sites.
