The Transport Inspectorate informs that, as part of the implementation of the joint Belarus-China project on the digitization of international road freight transport, the system for issuing and using electronic permits between the Republic of Belarus and the People's Republic of China has been put into operation as of October 8, 2026.

The issuance of Chinese electronic permits will be carried out by carriers through their personal account in the AIS “Dazvol” without the need to visit Transport Inspectorate offices in person. The new functionality will allow obtaining electronic permits, paying the state fee, assigning drivers to permits (if necessary), activating permits before a trip, and printing the electronic permit form with a QR code.

In accordance with the agreements reached between the Ministry of Transport and Communications of the Republic of Belarus and the Ministry of Transport of the PRC, the following procedure for using permits has been established until December 31, 2026:

  1. Backup method of travel (paper form). When performing a transport operation using an electronic permit in the cabin of a Belarusian carrier's vehicle, it is recommended to have a paper permit of the PRC as a backup method of travel. In case of technical failures or problems during the inspection of the electronic permit, vehicle control will be carried out based on the paper permit.
  2. Use of previously issued paper permits. All paper permits for travel on the territory of the PRC previously obtained by road carriers remain valid and may be used to perform transports until the expiration of their established validity period without the need to mandatorily issue an electronic permit.

To ensure timely preparation for working in the system, the Transport Inspectorate recommends reviewing the updated User Guide (Carrier) posted on the inspectorate's official website. The procedure for ordering, activating, and using digital forms is detailed in this Guide, which any interested party may consult.
