"— The sale of idle buildings, especially in rural areas, is, first and foremost, about creating conditions for the development of rural councils and individual settlements," Sergey Nikolayevich notes. "A preferential starting price of one base value is a kind of vote of confidence and, at the same time, a way to attract the attention of potential investors. Currently, three highly diverse objects with interesting potential are being prepared for the auction.
A spacious former club in the village of Pogoreloye, with a land plot, is an excellent option for conversion into a cozy residential house.
A compact bathhouse at the Veresy railway station is a ready-made starting point for the development of agro-ecotourism.
A former boiler house in the agro-town of Vyazovnitsa is a convenient site for organizing a full-fledged production facility or a large warehouse.
Rules of the Game
Every interested person has a chance to acquire real estate for a nominal price. The relevant lot, announcements of auction dates, and detailed conditions are always published on the State Property Committee auction platform (au.nca.by), the official website of the district executive committee, and, of course, on the district newspaper's pages.
However, it should be noted that by removing the financial barrier to entry for auction participants, the district leadership expects in return the flawless fulfillment of certain obligations.
The buyer of the real estate, after winning the auction, must choose one of two options for its use.
If the building is acquired for business, the entrepreneurial project based on the purchased facility must be launched no later than two years after the registration of the property rights, and then operated in this status for a minimum of one year.
For reconstruction into housing, a period of three years has been set; for conversion into residential property without reconstruction, two years.
How it works? Since 2022 and through the current period, owners of 19 objects have successfully completed auctions. A recreation base has been established, furniture assembly has been organized, production of polyurethane blocks has been carried out, and some areas are being rented out. But the main thing is that many objects have gained a second life as private residential homes. However, the result may be different. — Sergey Emelyan emphasizes. — Failure to meet the sale conditions carries serious liability: a fine whose amount is tied to the estimated value of the building, and seizure of property into the district's ownership. At the same time, all funds invested in repairs and inseparable improvements are not reimbursed to the buyer. Since 2023, due to breach of obligations, six contracts have been terminated. Objects returned to the district, and 1,460,000 rubles in fines went into the budget. Some buildings have been sold again — by more responsible owners.
