As part of the joint Belarus‑China project to digitize international freight transport, the system for issuing and using electronic permits has been put into operation since October 8, 2026.
Issuing permits as electronic records is carried out in an automated manner through the freight carrier’s personal account in the AIS “Dazvol.” To carry out a transport, the carrier must enter details of the planned trip and activate the permit. The relevant information is then sent for registration in the Chinese information system.
After activation, an information document is generated in the personal account, containing a unique permit number, a QR code, and transport details. During transport inspection, the driver can present it on the screen of a mobile device or in printed form.
The electronic format changes the usual way of handling permit documents. The carrier’s representative no longer needs to visit a branch of the Transport Inspection to obtain an electronic permit or to return a used form. Information about the inspection is received from the competent authority in China as part of information exchange and serves as the basis for automatic confirmation of permit usage.
Moreover, the permit itself cannot be lost or damaged during transit, because it exists as a record in the information system. Losing the printout does not mean losing the permit: the information document can be reprinted or presented on a mobile device. The need to deliver a paper original of the electronic permit to the driver disappears.
Additional opportunities for developing transport are opened by the agreement reached with the Chinese side on issuing electronic permits without limits on the total number. This arrangement allows carriers to focus on customer needs and vehicle availability, creating conditions for increasing freight volumes between the two countries.
Previously issued paper permits remain valid until their expiration date and do not require mandatory replacement with electronic ones.
More details on the procedure for obtaining and using Chinese electronic permits can be found on the official website of the Transport Inspection.
