In Belarus, the rules for registration in the electronic queue at the border have changed

Changes to the public offer for the provision of services for registration in the electronic queue system (EQS) and the procedure for registration in the EQS have come into effect. The innovations concern individual customers of the service. The main change is the limitation of the contract validity period, which will now be 30 calendar days from the date of payment.

Within this period, the service customer must perform one of the following actions: provide the vehicle specified in the payment system when paying, to the waiting area; complete the online registration procedure for the vehicle in full through the personal account for online registrations in the EQS; or apply to Beltamozhservis with a statement to refund the funds in the established order before the expiration of the contract validity period.

The application for a refund can be submitted within 30 calendar days from the moment of payment for the service. The algorithm for refunding funds is regulated by paragraph 18 of the registration procedure. The updated version of the document comes into effect on October 1 and will be posted on the official website, as explained at the enterprise.

In some cases, the registration service is considered to have been provided and is subject to payment, and the funds are not subject to refund to the customer. These include the impossibility of executing the offer (contract) that arose due to the customer's fault, and the expiration of the contract validity period; the customer's refusal of the service after registering the vehicle and the expiration of the contract validity period; the cancellation of the vehicle's registration (cancellation of registration) after the late entry/exit of the vehicle from the waiting area; and the late arrival of the vehicle at the border crossing point from the waiting area and the expiration of the contract validity period.
