Procurement procedures using own funds are changing in Belarus. What is important to know?

Prisozhsky Krai April 7, 2026 14:11 Belarusian Prime Minister Alexander Turchin has signed a resolution of the Council of Ministers "On the procedure for procurement of goods (works, services) using own funds," the government press service told BELTA.

The document provides for the digitalization of the procurement process following the example of the procedure for public procurement procedures, the transfer of competitive procurement procedures to electronic format (previously, only an invitation to participate in a competitive procurement procedure was mandatorily posted in the public domain). An exception is made for procurements containing information classified as restricted official information.

A unified procurement procedure will also be established for organizations at the republican and local levels. Previously, regional Councils of Deputies established procurement procedures similar to the norms of Council of Ministers Resolution No. 229 of March 15, 2012 "On improving relations in the field of procurement of goods (works, services) using own funds."

In addition, it is envisaged that the legislation on procurement using own funds will be extended to procurements exceeding 100 base units (previously, procurements of up to 1,000 base units were permitted without regard to the requirements of Resolution No. 229 an unlimited number of times), to entities participating in holdings with state participation, and to lease agreements (including financial lease (leasing)).

A ban is being introduced on participation in procurement procedures for persons affiliated with the procuring organization, entities involved in terrorist and extremist activities, and legal entities held administratively liable for corruption offenses.

It is also envisaged that the grounds for procurement without complying with the requirements of legislation on procurement using own funds will be reduced (exemptions have been preserved in relation to procurement of oil, telecommunications services, real estate, goods at fixed prices, goods (services) requiring prompt decisions, etc.).

Additionally, special conditions are established for the lease of equipment, performance of work, and provision of services using equipment (trucks, special-purpose vehicles, trailers and semi-trailers, agricultural and forestry machines, tracked tractors, bulldozers, excavators under specific codes of the All-State Classifier of the Republic of Belarus).

The decree comes into force three months after its official publication.
