In Belarus, the introduction of a condition of equal participation of business (50%) and the state (50%) in expenses for creating jobs for people with disabilities (currently 100% of such expenses are compensated) is provided. The corresponding resolution was signed by Prime Minister Alexander Turcin.
The document was prepared to increase the efficiency of the use of budget funds allocated for financing (compensation) the creation (or preservation) of jobs for people with disabilities. It also establishes a requirement for the wage level at the job created for a person with a disability – not less than 150% of the minimum wage.
Equal financing and limits
Business and the budget finance the creation of a job in equal shares. At the same time, budget financing is up to 1 thousand basic units per one job. The condition for receiving budget financing based on the share of working people with disabilities – not less than 3% (currently funding is allocated if the number of new jobs planned for creation exceeds 3%).
This condition will not apply to cases of creating jobs for people with disabilities in rural areas and cities with a population of up to 20 thousand people.
As explained by the Ministry of Labor, the new conditions create financial incentives for socially responsible business and support companies that hire people with disabilities.
The first jobs the enterprise creates with its own funds if more than 3% of jobs are occupied by people with disabilities, then the enterprise receives the right to a subsidy for creating jobs. If more than 30% of jobs are occupied by people with disabilities, then the full package of guarantees established to date on taxes, rent, procurement and so on comes into effect.
Preferences for regions and small cities
The changes also expand employment opportunities in rural areas and small cities, where employers can receive support regardless of the number of people with disabilities already working there.
The resolution comes into force on January 1, 2027.
