In 2027, Belarusians will face important tax changes. What to expect

In 2027, Belarusians can expect a rise in property taxes and a new format for submitting income information. Excise stamps on cigarettes will also become more expensive in the country.

And employers will switch to quarterly reporting in the so-called "super-database" of records.

Higher levies on housing and cars

The Ministry of Finance forecasts that in 2027 the tax burden on citizens will increase by 6.2%. First and foremost, this will affect property-related payments: owners of apartments, houses, land plots, and cars will have to pay more.

For example, the forecast for 2025 was up to 5%, but in fact inflation reached 6.8%. Accordingly, if prices rise more sharply than expected, the tax recalculation may end up being more noticeable for people's wallets.

Quarterly control instead of annual

Starting from the beginning of 2027, the regulations governing the income "super-database" will change. Currently, employers submit information to the tax authorities about their employees' earnings and benefits once a year, but soon they will be required to provide this information on a quarterly basis.

This will make the control system more responsive. Recall that the database on individuals' incomes has been operating since 2023. It collects information not only from employers but also from banks.

Financial institutions are required to inform tax authorities about clients whose turnover on incoming transactions exceeds 150,000 rubles per year. The increased frequency of reporting will allow the state to track changes in citizens' financial standing more quickly.

Changes in the cigarette market

From January 1, 2027, tobacco producers and importers will face higher costs for excise stamps.

For imported products, the price will rise from 8 to 10 kopecks per unit.

For domestic products (including cigarettes in the first price category) — from 3 to 4 kopecks.

The rise in the cost of labeling is a direct signal of a possible increase in retail prices. Producers, as a rule, build such costs into the final price of the goods.

This step fits within the authorities' strategy of gradually aligning Belarus's excise policy with that of other EAEU countries, primarily Russia.
