
Real estate has always been an object of special attention from the state. And not without reason: it is one of the most valuable types of property, therefore operations with it require strict accounting, state registration, and compliance with the established order. And all citizens know for sure that after buying housing, you need to "go to the BTI". But what is hidden behind these letters, which everyone remembers from old times, and why exactly do you need to contact them?
BTI is not BTI
The Agency for State Registration and Land Cadastre is the correct name for the organization that deals with the inventory, accounting, and evaluation of real estate. Yes, earlier it was the same BTI - the Bureau of Technical Inventory. Until 1991, in the absence of private property on land and real estate (everything belonged to the state, cooperatives, or was in personal use by citizens), registration was limited to administrative and technical accounting of buildings, residential houses, and isolated premises in cities and urban settlements, which were carried out by the BTI. The bureau also kept register books and issued registration certificates. In rural areas, the accounting of residential houses (collective farm yards) was carried out by the rural executive committees of the Councils of People's Deputies in special farm books.
With the emergence of private property in the period from 1991 to May 2003 and the beginning of mass privatization of housing, the load on the old system increased sharply. But the registration of real estate remained fragmented, there was a division by departments. Land plots were accounted for and registered separately from buildings - this was done by the bodies for land resources and land management under the executive committees. Buildings, structures, and apartments remained under the jurisdiction of the BTI. In the early 2000s, as part of a large-scale reform of the system for accounting and registration of real estate, the BTI received its current name. The main reason for the changes was the combination of two functions within a single institution.
After the renaming and reorganization, the bureau was subordinated to the Committee for Land Resources, Geodesy, and Cartography under the Council of Ministers of the Republic of Belarus (now the State Committee for Property). And in each region, a regional agency appeared, working as a unitary enterprise. At the same time, the institution has a somewhat special status: individual issues related to real estate are resolved only here.
Today, all territorial divisions, as well as the National Cadastre Agency and the State Committee on Property, are united in a system of government organizations in the field of state registration of real estate, rights to it, and transactions with it. At the same time, in everyday speech, the abbreviation "BTI" has been preserved as a historical name.
Local Bureau
If you own real estate or are just about to acquire it, sooner or later you will have to deal with the agency. After all, without the documents issued by the organization, it is impossible to sell an apartment, merge land plots, legalize a redevelopment, or even get in line to receive housing. To record real estate transactions, district residents should go to Lenin Street in the district center. Specialists from the Osipovichi bureau of the Bobruisk branch of the RUP "Mogilev Agency for State Registration and Land Cadastre" are always ready to provide assistance to their fellow countrymen. References and conclusions from the modern BTI help identify the object and confirm its technical parameters: area, floor, layout, etc., which is important for real estate transactions, state registration, tax payment, and protection of property rights. This information helps to conduct transactions safely, for example, to avoid buying an apartment with illegal redevelopment. The bureau also provides services related to the purchase and sale, rental, and registration of apartments, houses, offices, production buildings, land plots, etc., conducts inventory and assessment, issues technical passports, helps to understand the data of the real estate register, and resolves other issues related to real estate. However, to obtain a land plot or to inherit property, there is no need to go to the bureau: this is not within its competence.
If we speak very broadly, the main task of the agency is the state registration of real estate: collecting, storing, and updating information about objects owned by individuals and legal entities. At the same time, in accordance with the legislation, we perform work exclusively on an application basis: we do not send employees to inspect real estate objects without a prior request from the interested parties, noted Valentina Iotko, the head of the bureau, who has been working in this position since 2018. And it is to us that people come to obtain a certificate of state registration - a standard blue-colored form. Incidentally, this often leads to an ambiguous situation. In 2025, the law "On State Registration of Real Estate, Rights to It, and Transactions with It" underwent changes: now other institutions are also entitled to issue certificates. But they print them on ordinary white paper. And then people come to us and ask us to issue them the familiar "blue paper". However, the document they have already received has the same legal force as the certificate provided by the BTI, and does not require replacement with a "blue paper". So, if this nuance is crucial, consider it when applying.
People with great responsibility
Yes, the tasks of the agency may sound complicated enough for ordinary people, but even the most complex ones become clearer and are resolved more effectively when professionals take care of them. Currently, 17 people work in the Osipovichi bureau, and over the past decade, the team has been updated by about 70%. Directly responsible for resolving issues of physical and legal entities are a specialist for working with clients, six specialists for technical inventory, and two real estate registrars. Two archivists are responsible for the preservation and systematization of documentation. The longest-serving employee in the institution is technical inventory specialist Elena Bondarenko, who has been working since 1987. And the shortest tenure is that of her colleague Anastasia Martynovich, who has been working for just over a year.
The workload of the registrars is quite high. Every day, they receive dozens of applications, not counting consultations that do not require documentation. And this can be either issuing a certificate in five minutes or quite lengthy and voluminous work with a legal entity. The most active period for working with individuals, who prevail in number, is summer. And specialists in technical inventory spend about half of their working time on field trips.
However, despite the heavy workload, the institution's employees find time for regular professional development. For instance, registrars are already specialists with higher education in law or specialties such as "land cadaster" or "land management and cadaster". And in the direction of technical inventory, those who studied to be architects, engineers, or land surveyors can work. It seems that there is no need for further education, but every five years, registrars undergo mandatory certification, which is preceded by a two-week training period. Moreover, if a specialist remains uncertified, they are deprived of their seal and cannot work fully. Additionally, all specialists at the bureau undergo monthly remote technical training. The agency also sends updates on legislative changes that must be used in their work. And, naturally, self-education has not been cancelled: there is no limit to improving knowledge and gaining practical experience, especially in such a serious institution.
