How is the queue for rental housing formed and who has priority right to receive it? We tell all the nuances.

A rented apartment is an opportunity for many to improve their living conditions without having to buy their own square meters or take out a large loan. How is the queue for rental housing formed? What documents need to be submitted and where to apply? Answers to these and other questions are in the broadcast of the program “Our Morning” on ONT.

Rental housing consists of apartments of standard consumer quality provided by the state. The main difference from private rental is the price: the cost is significantly lower than on the market. Such apartments have plumbing and a stove, and interior finishing work has been done. The housing is not yet furnished.

Who has priority right to receive rental housing?

  • young specialists who received education at state expense and arrived for work by assignment;
  • medical and educational workers and culture sector employees who have signed a contract with their employers for a term of at least five years;
  • sports coach‑instructors, coaches of Belarus national teams in various sports;
  • judges and prosecutors, as well as certain civil servants (according to a list determined by the President of Belarus);
  • military personnel;
  • employees who, upon appointment to a position, relocate from another locality (if there is no equivalent replacement for the vacancy in that locality);
  • persons working under a contract for the training of highly qualified scientific personnel, scientists, professor‑instructors, and culture workers.

An important condition is that these categories of citizens, as well as their family members, must not own any other housing in the locality where they work.

If there are no priority applicants for rental housing, it is then offered to those registered as needing improved living conditions – in queue order according to the date of registration.

And only if there are no interested parties among the two aforementioned groups for the rental “square meters”, can the remaining citizens obtain a rental apartment.

It is important to note that rental housing is provided to priority categories only for the duration of employment. At the same time, citizens who are registered as needing improved housing conditions are provided with such housing for a period of one to five years, said Galina Nikiforova, head of the housing policy department of the administration of the First May District of Minsk. As for the cost of rental housing in Minsk, the price range varies – approximately from 300 to 600 rubles.

Where to apply to obtain rental housing, and what documents are needed?

Information about available rental apartments in Minsk is posted on the websites of district administrations and the Minsk City Executive Committee; in other cities – on the websites of local administrations.

To obtain a rental apartment, you need to contact the “One-Stop Service”. You must have your passport with you. Young specialists, as well as medical and educational workers who exercise their right at their place of work, will also need an individual petition signed by the head of the organization.
