Belarusians were explained how to pay housing and utility services when renting an apartment where no one is registered at the place of residence. The key document is the Cabinet of Ministers decree No. 465 dated August 27, 2025.

It is this decree that sets out the payment procedure, the press service of the Ministry of Housing and Utilities informed on its Telegram channel.

If the tenant pays for housing and utility services and is also listed among the working‑age citizens not employed in the economy, economically justified tariffs apply to the entire area of the rented apartment and to the full volume of consumed services (heating, hot water).

Having a lease agreement does not automatically grant the right to subsidized tariffs. Registration is what matters.

In general, to pay for housing and utility services at subsidized rates, the individual account must list a citizen registered at their place of residence. This requirement is set out in the Regulation on the procedure for calculating and collecting payments for housing and utilities, approved by Cabinet of Ministers decree No. 465 dated 27.08.2025.

If no one is registered in the apartment, the fee will be higher. In particular, information about the tenant affects the calculation for solid waste disposal, utilities consumed without metering devices, and elevator electricity. However, at the tenant’s primary place of residence, they can claim a recalculation for these services.

A separate nuance: if the lease agreement stipulates that the tenant must pay for housing and utilities, and the tenant is also listed among the working‑age citizens not employed in the economy, then economically justified tariffs apply to the entire area of the rented apartment and to the full volume of consumed services. This applies to heating and hot water.
