Citizens who are not employed in the economy and wish to start their own business can receive financial support in the form of a subsidy through the labor, employment and social protection department of the district executive committee.

To do this, one must register as unemployed, develop a business idea, and prepare a business plan for the chosen type of individual entrepreneurship. Free training courses titled “Fundamentals of Business Activity and Business Planning” will help, during which a technical and economic justification (business plan) is prepared.

From November 1, 2026, the subsidy amount for setting up individual entrepreneurship is 5,892.70 rubles, and for unemployed persons registered in rural localities it is 8,035.50 rubles.
