
In Belarus, the rules for individuals to register in the electronic queue system (EQS) at the border have been updated. Effective October 1, the updated version of the procedure comes into force, and the contract term is limited to 30 calendar days from the date of payment.
What changed
The amendments affect the public offer and the registration procedure in the EQS. They apply to individuals — service customers. The key innovation is the temporary limitation of the contract: from the moment of payment, it is valid for 30 calendar days.
During this period, the driver must fulfill one of the conditions. Either place the vehicle specified in the payment system in the waiting area. Or complete the online registration fully via the personal account. Or, before the deadline, submit to 'Белтаможсервис' a refund request according to the established procedure.
Applications are accepted within 30 calendar days from the moment of payment. The refund algorithm is specified in paragraph 18 of the registration procedure. The updated version of the document takes effect on October 1 and will be posted on the official website.
In certain cases, the service is considered rendered and subject to payment, and the funds are not refunded.
These include: impossibility to fulfill the offer (contract) due to the customer's fault and expiration of the term; refusal of the service after vehicle registration and expiration of the term; cancellation of registration after untimely entry or exit from the waiting area; untimely arrival of the vehicle at the checkpoint from the waiting area and expiration of the contract term.
