From November 1, the subsistence minimum in Belarus will be increased by 5.33 rubles to 535.70. Along with this, businesses should check tariffs on communication services, markups in pharmacies, and rules for jewelry items.
The subsistence minimum will affect minimum labor guarantees
This indicator depends on individual minimum labor guarantees. It is also taken into account when forcibly collecting money for wage payments. Some benefits for families with children, social payments, and pension supplements are calculated based on it. For accounting, this means that calculations with employees and some social accruals will have to be recalculated.
Beltelecom is raising tariffs, gas prices will not increase
From November 1, Beltelecom is changing the cost of services for legal entities. Local and long-distance communication, internet access, and package offers will become more expensive. The average increase will be 1-2 rubles. The final cost depends on the connected tariff and set of services.

Prices for natural gas for companies and individual entrepreneurs will remain the same. For consumers without benefits who consumed up to 600 million cubic meters in 2025, one thousand cubic meters will cost 847.09 rubles without VAT. For budget organizations and enterprises with benefits, nothing will change.
Pharmacies have updated maximum prices for medicines from 10 enterprises
New maximum wholesale prices for some domestically produced medicines have been in effect since October 1. The changes affect products from 10 pharmaceutical enterprises. Maximum prices have only increased for three medicines: one produced by the Nesvizh Medical Preparations Plant, and two by Ferrein. There have been no changes to the other products. The maximum price serves as a ceiling: pharmacies are not allowed to sell medicines above this price. The basis for this is the Ministry of Health's decree No. 101 dated September 17, 2026.
Jewelers have added assays and a minimum threshold
Since October 6, new assays for precious metals have been in effect in the country. For gold, the added assays are 333, 875, 916, and 999, for platinum - 850, and for silver - 999. The silver 750 assay has been excluded. The procedure for submitting information to the marking system when exporting jewelry to Russia has also been clarified. These changes were enshrined in the Ministry of Finance's decree No. 48 dated September 26, 2026, and an amendment to the Council of Ministers' decree No. 548 dated June 6, 2014.
Items with an assay below the minimum cannot be hallmarked and sold as jewelry.
From December 15, 38 items from Latvia will be banned from import
The ban on the import and sale of certain Latvian-origin goods will take effect on December 15, 2026. The list covers 38 product items and WCO HS codes. Companies with Latvian suppliers must verify the goods they purchase against this list. Basis – Ministry of Finance decree No. 526 dated October 17, 2026.
Updated requirements for guides for tourists
From October 22, updated requirements apply to tourism organizations. Professional and ethical standards for tour guides and guide‑translators, a receipt form for excursion services, rules for tourist orientation information, and a classification of tourism types have been set. For tour operators there are no significant changes: the new documents replace the previous Ministry of Sports decrees, and the requirements themselves have changed little. The rules apply to relationships arising from September 24, 2026. Basis – decrees No. 8 and No. 9 of the National Tourism Agency dated October 15, 2026.
