From fence to feud: we break down the new construction standards that will take effect in Belarus on December 1

Starting December 1, updated construction and urban planning regulations come into force in Belarus. Their aim is to make construction rules unambiguous, reduce the number of disputes between neighbors, and improve the safety of the residential environment. The changes concern setbacks in construction, placement of waste container sites, yard arrangement, standards for fire stations, and infrastructure for electric vehicles.

Construction setbacks: clear rules without exceptions

The new regulations set mandatory minimum distances from the boundary of the neighboring plot: residential house — no closer than 3 meters; outbuildings (garage, shed, bathhouse) — no closer than 2 meters.

An important nuance is how exactly to measure the distance. Now the measurement is taken not from the foundation, but from the plinth or any other vertical enclosing structure. If a building has protruding elements (balcony, canopy), the distance is measured from their outer edge. This approach eliminates discrepancies and makes the rule clear for all parties involved.

Moreover, until December 1, those who are in the construction stage and previously obtained notarized neighbor consent for reduced setbacks must amend their project documentation. After this date, the possibility of building closer than the normative distances is lost.

What changes for already built houses

For facilities constructed before the changes take effect, there is no automatic requirement for demolition or relocation. However, during reconstruction, strict limitations apply: expanding the building toward the neighboring plot is prohibited. This means that adding a veranda, kitchen, or porch with a canopy in violation of the new norms will not be possible. Repairing and reconstructing existing buildings is allowed, but only within their original dimensions.

Container sites: sanitary distances and convenience for residents

The innovations establish a minimum distance of 20 meters from container sites to the windows of residential buildings, as well as to schools, kindergartens, hospitals, shops, cafés, and playgrounds. At the same time, designers consider residents' convenience: as a rule, sites are not placed farther than 100 meters, so that taking out trash does not become a lengthy trek across the area.

Safe yards: pedestrian routes separate

Special attention is paid to safety within residential courtyards. Paths to playgrounds, exercise equipment, and recreation areas must be completely isolated from through traffic. In new microdistricts, a scheme is being implemented whereby vehicles remain on the outer perimeter, while safe pedestrian zones are formed inside the courtyard. At the same time, access for special vehicles is retained for emergency situations.

Standards for fire stations: a uniform service radius

Requirements for the accessibility of fire units have been clarified:

  • for cities — the service radius is 2.4 km;
  • for rural settlements and areas outside the city — 8 km.

This wording eliminates contradictions in the existing regulations and makes the requirements transparent and unambiguous.

Infrastructure for electric vehicles: mandatory percentage of charging spaces

In new residential quarters, at least 10% of parking spaces must be equipped with charging stations for electric vehicles. This requirement lays the necessary infrastructure at the design stage and takes into account the growing popularity of electric transport.

Thus, the new standards do not introduce fundamentally different rules; they make existing requirements mandatory and unambiguous — without the possibility of deviations by agreement. This will help avoid typical conflicts between neighbors, increase fire and domestic safety of the development, and account for modern urban needs.
