Fee for notifications and new card tariffs: what will change for customers of Belarusian banks in October

Belarusian financial organizations, including Belarusbank, continue to introduce important innovations en masse. We have gathered the most important things in one review.

The second month of autumn turned out to be eventful in terms of changes in the country's banking sector – each financial organization has some innovations of its own. And October has only just begun.

These changes affect literally everything – from mobile apps and loyalty programs to the size of bank fees and loan rates.

RVSR Indicators to Remain Unchanged

The National Bank decided not to change the calculated standard risk values (RVSR) in October.

Recall that before this, they had been steadily declining for four consecutive months – from June to September 2026.

As a result of the National Bank's new decision, the previous interest rates will remain in effect throughout October:

  • for new fixed-term irrevocable ruble deposits with a maturity of 1 to 3 years inclusive – 12.60% per annum
  • for new fixed-term irrevocable ruble deposits with a maturity of more than 3 years – 14.50% per annum.

For new loans issued to citizens (excluding subsidized ones), the RVSR will be 17.65% per annum – this figure also remained unchanged in October.

RVSR is essentially the upper ceiling for annual interest rates on banking products. A change in it upward or downward leads to a corresponding increase or decrease in rates.

Technical Works Underway

Throughout October, financial organizations will be carrying out technical works at various times.

News about this appears on bank websites a few days in advance, so some of them are already known.

For example, at Belarusbank such works will take place on October 3 from 07:00 to 16:00 – during these hours, the instant payment service may not work in the financial organization's mobile apps, and payments using the 'KROK' service may not be processed.

In addition, from 23:00 on October 3 to 07:00 on October 4, operations on individual accounts, loan repayments, and card issuance will be unavailable in Belarusbank's branches and remote service channels, as well as in the AIS 'Raschet' (ERIP). Meanwhile, card transactions will be carried out without restrictions, the bank assured.

Belarusbank

Starting October 1, users of the M-Belarusbank mobile banking app will no longer be able to add cards issued to other people, such as relatives, to the app.

To continue using another person's account through your app, you can get a card linked to the other person's account and register it on your phone.

Such a card can be issued at any bank branch. It is issued by the person whose account it is. Family ties do

"Interest rates will be reduced automatically – no action is required from customers. There is no need to contact the bank, submit an application, or sign an additional agreement," the financial organization clarified.

Priorbank

On Friday, October 2, Priorbank is holding an extraordinary general meeting of shareholders in Minsk.

On the agenda are setting the dividend amount and payment date, amending the regulation on Priorbank's Supervisory Board, determining the procedure and conditions for paying the annual bonus to members of the financial organization's management board, as well as other issues.

Starting October 19, Priorbank will discontinue cashback for holders of cards issued to pension accounts in the categories "Pharmacies," "Medicine and Health," "Marketplaces," "Transport and Travel," and "Garden and Vegetable Garden."

To continue using cashback, the financial organization offers opening a current account with basic service terms.

Furthermore, from October 19 to November 19, Priorbank will add such categories for cashback accrual on cards issued to these accounts.
