Prime Minister Alexander Turčin signed a decree adjusting the procedure for preparing and issuing construction permits. The deadlines for decisions by local authorities are reduced from 15 to 10 working days, and customers will be able to initiate obtaining documents in parallel with agreeing on the location of the land plot.

Prime Minister of Belarus Alexander Turčin signed a decree that amends the regulation on the procedure for preparing and issuing construction permits.

The document was approved by the Council of Ministers' decree of December 18, 2025 No. 735.

A normative provision is introduced stating that fulfillment of technical requirements and technical conditions for connecting an object to engineering networks is grounds for free and unconditional transfer of engineering infrastructure objects to the bodies and organizations that issued such requirements and conditions.

It is established that technical conditions for a construction object may not include norms and requirements unrelated to the object.

The deadlines for local authorities to make decisions on issuing construction permits are reduced from 15 to 10 working days.

Also, the deadline for sending documents to the applicant is clearly regulated — no later than three working days from the date of the decision.

The deadlines for issuing an invoice for the preparation of documents by an authorized organization at the customer's request are reduced from 5 to 3 working days.

Customers are given the opportunity to initiate the procedure for obtaining construction permits in parallel with the process of agreeing on the location of the land plot, without waiting for the act to be formalized.

This corresponds to the 'single window' principle and speeds up the start of implementing the investment concept.

At the same time, the unified list of administrative procedures carried out in relation to business entities, approved by the government decree of September 24, 2021 No. 548, is being amended.

The changes concern reducing the deadline for issuing construction permits by local authorities from 15 to 10 working days.

Thus, the new decree simplifies and accelerates the processes of preparing and issuing construction permits in Belarus.
