How to bring electric heating into your home and at the same time receive reimbursement for part of the expenses for carrying out electrical supply work? For clarification, we turned to the "one window" service of the Loevsky district executive committee.

• Where do you need to start?
• Work on the electrical supply of the existing housing stock for the needs of heating, hot water supply, and cooking involves the implementation of work on the installation (reconstruction) of outdoor networks and engineering equipment (re-equipment) of this housing stock. This type of work is related to reconstruction work. Therefore, it is necessary to obtain a reconstruction permit. To do this, the homeowner must contact the "one window" service of the Loevsky district executive committee with a package of documents.
• What documents do you need to collect to obtain a permit?
• For this, the following are required:
• an application;
• a passport or other identity document;
• a technical passport (a copy of the technical passport when reconstructing as a tenant);
• a contract, court decision, or other document confirming the ownership of the premises on the basis of ownership or other legal grounds (in case the premises are not registered in the unified state register of real estate, rights to it, and transactions with it);
• the consent of the owner to the reconstruction of the premises (if the premises are provided under a rental agreement, free use);
• written consent of all participants in the common shared ownership of residential and (or) non-residential premises in multi-apartment, block, and single-apartment residential buildings, block and single-apartment residential buildings, non-residential capital structures on the adjacent territory, as well as capital buildings (buildings, structures), unfinished conserved capital buildings of the fifth class of complexity, the reconstruction of which is initiated, or a document confirming the right of the interested person to carry out reconstruction without the consent of such persons - in case the premises, houses, buildings are in common shared ownership of two or more persons;
• a description of the work and plans for the reconstruction of the premises, house, building, capital structure (building, structure), unfinished conserved capital structure, drawn up in any form;
• permission to carry out scientific research and design work on material historical and cultural values (in case of work on material immovable historical and cultural values).

All the necessary permits are in hand, the project is ready, and the work has been completed. What's next?

All these documents, along with the application, need to be submitted to the "one window" service. Only then will the local executive and administrative body approve the acceptance acts for the reconstructed residential premises in block-type residential houses and single-family homes. The administrative procedure takes 1 month from the date of application submission.

And what steps need to be taken to receive reimbursement for part of the expenses? Are any additional documents required?

Yes, they are. Firstly, an application for inclusion in the lists for reimbursement of part of the expenses for electrical work needs to be submitted to the "one window" service. The following documents must be attached to it: a passport or other identity document, and a certificate from OAO "ASB Belarusbank" confirming that a preferential loan for gasification has not been received.

Probably, not all citizens can count on reimbursement for expenses related to the electrical supply of the operated housing stock? Who will not be included in the lists?

The following citizens will not be included in the lists:

those who have already received reimbursement for part of the expenses; those whose homes are provided with centralized gas supply or heat supply; those whose homes are located in areas with the right to relocation and subsequent relocation; those for whom the executive committees have made a decision to transfer the operated housing stock from centralized heat supply and hot water supply to individual supply as part of optimizing the heat supply schemes for populated areas; those who have previously gasified their homes using budget funds or preferential loans from OAO "ASB Belarusbank".

It is already known that a citizen is eligible for compensation for the work done. How can it be received?

— If you are included in the lists for reimbursement of part of the expenses, then on the day of the issuance of the decision of the district executive committee on the approval of the acceptance acts, you can submit an application to the "one window" service for reimbursement of part of the expenses for the execution of work on electrification. The following documents are attached to it: the act of work performed under the contract with a specialized organization; documents confirming the purchase of electrical equipment and materials; information about the details of the current (checking) bank account opened in the name of the citizen in a bank of the Republic of Belarus; information about the income received by each family member for the last 12 months preceding the month of application, for low-income citizens; a copy of the work record book, pension certificate, disability certificate (for persons with disabilities of groups I and II); a certificate of a Great Patriotic War invalid, a certificate of an invalid of combat actions on the territory of other states, a certificate of a child with disabilities (for persons with children with disabilities under the age of 18).

— Apparently, not everything is so simple and quick in this matter. What advice would you give to those who want to switch to electric heating of their living space?

— Undoubtedly, all procedures take time. The maximum duration of each listed administrative procedure is one month. Therefore, to get electric heating in the house by the heating season, you need to start in advance.
