Asipovitski Krai 1 248 September 3, 2026 15:53 President of Belarus Alexander Lukashenko received a report from Chairman of the Minsk City Executive Committee Vladimir Kukharev, reports a BELTA correspondent.
The main topics of the report were the economic development of the capital with a focus on the industrial sector, improvement of transport and road infrastructure, construction and urban improvement, as well as personnel matters.
On the city's economy
On salaries
On the construction sector and transport
On urban improvement
On personnel matters
First of all, the head of state congratulated Vladimir Kukharev on the occasion of yet another anniversary — already the sixth — since his appointment as head of Minsk. "Vladimir Yevgenyevich, today is the anniversary, congratulations. They say you have been working as the head of the hero city of Minsk for exactly six years. We can sum up some results. But the main thing is not the results, the main thing is the prospects," said Alexander Lukashenko.
On the city's economy
"The first issue is the economy. If there is an economy, then there is development," the Belarusian leader stressed.
The head of state noted that for Minsk the main thing is the industrial sector. Although the city is quite actively investing its own funds in agriculture and the construction of livestock complexes in the country. "Thank you, you are building some complexes with your Minsk budget. There are probably a dozen of them across the country. And this is not the first year," Alexander Lukashenko noted.
The president inquired about the situation in Minsk's industry, which enterprises are problematic and underperforming, and what areas need to be worked on.
"Yesterday (September 2. — Note by BELTA) I listened to the prime minister's report. Everything seems to be going well. But that's on average. The picture seems fine. But there are enterprises that are working so-so — they are working poorly. And there are issues in Minsk's industry. Which enterprises concern you the most? So, overall, economic growth and industry," the head of state outlined.
He also drew attention to the experience of developing the Minsk City Technopark. "This is a good thing, people come there and work well. How is the construction of such technoparks going? We determined that not only in Minsk, but throughout the country, a network of such technoparks needs to be developed."
In this regard, the head of state particularly stressed the need to focus on the production sector. “It must not turn out that wages and incomes of the population grow incredibly while production declines. Thank God, this is not the case either in Minsk or across the republic. But this needs to be monitored — so that labor productivity is high. And we must definitely add [output] through enterprises that are working poorly,” the President set the task.
“The main principle is that money must be earned,” Vladimir Kukharev agreed. “We maintain the coefficient (of wage growth relative to labor productivity growth. — BELTA's note) to prevent any disruptions in the foreign exchange market, because that would lead to inflation.”
On the construction sector and transport
The President also asked about the work of the capital's construction sector. Alexander Lukashenko noted that Minsk is making progress in this regard: roads, housing, and cultural institutions are being built, including the reconstruction of the National Art Museum and the construction of the National Museum of Belarus.
“This mainly rests on the city. But what about other construction issues? For example, you finally handed me the scheme for building Minsk's main transport links. This is very important for Minsk residents and not only for them. For the whole country. Because many people come to Minsk,” said Alexander Lukashenko.

The President asked whether there are enough workers in the construction sector and what is planned to be built in Minsk in the future. “It has been conceptually determined by the President — Minsk must not suffocate, people cannot be drawn to Minsk from the regions,” the Belarusian leader reminded.
On urban improvement
The President suggested that the leadership of Minsk think about how to relieve courtyard areas of the large number of private vehicles.
“Not by bans.” Lukashenko suggested thinking about what to do in Minsk with the “ocean of cars” near homes.
Alexander Lukashenko noted that sometimes the surrounding environment in Minsk creates a “dreadful impression.” This refers to the overcrowding of areas around houses with private cars. “There is a house, and in front of it a square up to the roadway — good, beautiful. But that is rare. In other cases, it is an ocean of cars. Somewhere dirty, grimy,” the President said. “Well, it is not very beautiful when a building is drowning in a line of these cars. We need to think about what to do. There is no getting away from cars. But we need to think about what to do with these parking lots. In front of the house, near the house, people should still breathe clean nature — (there should be. — BELTA note) trees, shrubs, flowers, flower beds, and so on.”
20,000 spaces are vacant. Minsk is going to increase the attractiveness of parking garages and lots.
The head of state suggested thinking about how to act in order to relieve the areas around houses in the long term and move vehicles farther away. “Gradually, not tomorrow, not through bans. But move these parking lots somewhere farther away. So that people, especially children, can go out, and elderly people can sit on a bench. Therefore, beautification is a very important issue for Minsk,” emphasized Alexander Lukashenko.
On personnel matters
Alexander Lukashenko suggested, if necessary, discussing personnel matters as well: “How are people working, what might need to be refined or reviewed somewhere?”

He noted that Vladimir Kukharev is a kind-hearted person by nature, but nevertheless it is important to see shortcomings in the work of subordinates. “Especially personnel. If there is a normal person, a leader, then there is forward movement and a result. If there is none, then there will be no movement,” the head of state emphasized.
