Digital Europrotocol. Filing accident reports electronically will become more accessible from October 15.

In Belarus, under certain conditions, one can file an accident report using a simplified scheme without calling GAI employees and receive insurance payouts. Of course, it is more convenient for drivers to fill out an electronic notice rather than a paper one. This possibility has existed since 2020, but is extremely little used. Starting from October 15, 2026, filing electronic accident notices (so-called European protocols) will become more accessible for drivers. Details about this new measure were provided by a correspondent to BELTA, general director Igor Klepch of the Belarusian Bureau of Transport Insurance.

What will change for drivers

The ability to file an accident in Belarus without calling GAI employees has existed for 16 years already. Accident participants can fill out a paper accident notice form and resolve all disputed issues within a short time frame. After that, the victim may go to an insurance company to claim compensation for damages caused under mandatory civil liability insurance of vehicle owners. However, this is only possible in specific cases established by law.

"Drivers must be sober, hold driver's licenses of the appropriate category, and have insurance contracts," Igor Klepch emphasized. An important condition is that only two motor vehicles (no more) were involved in the accident and only those were damaged. Other property objects should not be damaged, and no harm to human life or health should occur, he added. Furthermore, the circumstances of the accident, its nature, and the list of visible damage to the vehicles should not cause disagreements among owners; they should agree on who is at fault and who is the injured party. Another key point is the liability limit. The damage caused to each vehicle involved in the accident should not exceed 150 basic units. Only if all these conditions are met simultaneously can one avoid calling GAI employees and file the accident report independently.

However, filling out the notice on paper is not very convenient. When issuing contracts, they often hand out notice forms and reminders on how to fill them out correctly. But many drivers lose them, and when an accident occurs, they have no forms. And even if they do, filling out on paper takes time. That is why, six years ago, Belarus attempted to move to "digital". Since 1 April 2020, the accident notice can be filled out electronically via mobile applications developed by two insurance companies for their clients. However, this tool did not become popular. In 2025, such accident notices were filled out only 33 times. "The downside was that these applications only work on devices with the Android operating system. Moreover, they check for the presence of a valid insurance contract, but not a valid driver's licence of the required category. Starting October 15, it will be possible to file a traffic accident report via a web application. The link to it will be posted on the website of the Belarusian Bureau of Motor Transport Insurance. When the parties involved in the accident agree on who is at fault, one of them logs into the web application, checks boxes indicating that the drivers are sober, both have insurance, there is no disagreement about who caused the damage, and the damage falls within the established limit (150 basic units). After that, a verification procedure is carried out on the information contained in the automated information systems – via a server it checks whether the at‑fault party and the victim have driver’s licenses of the appropriate category and OSAGO insurance policies, and whether the conditions under which the traffic police need not be called are met. If any of these points does not match, the parties to the accident will be advised to call traffic police officers. "This is very important, because when filling out a paper form questions often arise. Sometimes people, through ignorance, fill out the notice themselves, although they are not entitled to do so. And later this leads to lawsuits: the injured party goes to court because the insurer refuses to compensate for the damage," explained the bureau’s director.

Further, the circumstances of the accident are indicated: how the drivers were moving or, for example, that the victim’s vehicle was standing without a driver. It is also necessary to photograph and indicate the damage to the vehicles and the scene of the accident. After all these items have been filled out, the victim and the at‑fault party are asked to indicate their numbers
