In Belarus, under certain conditions, a traffic accident can be processed under a simplified scheme without calling traffic police officers and receive insurance compensation. Of course, for drivers it is more convenient to fill out an electronic notice rather than a paper one. This option has existed since 2020, but it is used extremely rarely. Starting October 15, 2026, filing electronic accident notices (so-called euro protocols) will become more accessible for drivers. Details about the innovation were shared with a BELTA correspondent by Igor Klepcha, General Director of the Belarusian Bureau of Motor Insurance.
What will change for drivers
The possibility to process a traffic accident without calling traffic police officers in Belarus has existed for 16 years already. Accident participants can fill out a paper accident notice form and resolve all disputed issues in a short period of time. After that, the injured party has the right to apply to an insurance organization to receive compensation for the damage caused under compulsory motor third‑party liability insurance. However, this is not always possible, but only in cases established by legislation.
Drivers must be sober, have driver's licenses of the appropriate category, and have insurance policies. An important condition is that only two vehicles (no more) may be involved in the accident, and only they may be damaged. No other property objects should be damaged, and no harm should be caused to people's life or health," Igor Klepcha noted. Furthermore, the circumstances of the accident, the nature and list of visible damage to the vehicles must not cause disagreements among the owners; they must agree on who is at fault and who is the victim. Another important point is the liability limit. The damage caused to each vehicle involved in the accident must not exceed 150 basic units. Only if all these conditions are met simultaneously can one avoid calling traffic police officers and handle the accident independently.
However, filling out the notice on paper is not very convenient. When issuing contracts, they often hand out notice forms and reminders on how to fill them out correctly. But many drivers lose them, and when an accident occurs, they have no forms. And even if they do have them, filling out on paper takes time. That is why, six years ago, Belarus attempted to move to 'digital'. Since April 1, 2020, accident notices can be filled out electronically via mobile applications developed by two insurance companies for their clients. However, this tool did not become popular. In 2025, such accident
From October 15, it will be possible to report a traffic accident through a web application. A link to it will be placed on the website of the Belarusian Bureau of Transport Insurance. When the participants of an accident have agreed on who is at fault, one of them logs into the web application, checks the boxes confirming that the drivers are sober, that both have insurance, that there are no disagreements about who caused the damage, and that the damage was caused within the established limit (150 base amounts). After this, a verification procedure takes place for the information contained in the automated information systems—checking via a server whether the at-fault party and the victim have driver's licenses of the appropriate category and OSAGO insurance contracts, and whether the conditions for not calling the traffic police are met. If any of the points do not correspond, the accident participants will be recommended to call the traffic police officers. "This is very important, because when filling out the form on paper, questions often arise. Sometimes people fill out the notification themselves, although they do not have the right to do so. And in the future, this gives rise to lawsuits: the injured party goes to court, since the insurance company refuses to compensate for the damage," explained the bureau's general director.
The circumstances of the accident are then indicated: how the drivers were moving or, for example, that the victim's vehicle was standing without a driver. It is also necessary to photograph and indicate damage to the vehicles and the location of the accident. After all these points are filled in, the victim and the at-fault party are asked to provide their phone numbers, to which verification codes will be sent. In the end, the application offers to check all the data and circumstances once again.
