In the republic, a joint Belarusian-Chinese project for the digitalization of international road freight transport is being implemented.

As reported by the Transport Inspectorate, within the framework of the implementation of the joint Belarusian-Chinese project for the digitalization of international road freight transport, the operation of the system for issuing and using electronic permits between the Republic of Belarus and the People's Republic of China began on October 8, 2026.

The processing of Chinese electronic permits will be carried out by carriers through the personal account in the AIС "Dazvol" without the need to personally visit the branches of the Transport Inspectorate. The new functionality will allow obtaining electronic permits, paying the state fee, assigning drivers to permits (if necessary), activating permits before the trip, and printing the electronic permit form with a QR code.

According to the agreements reached between the Ministry of Transport and Communications of the Republic of Belarus and the Ministry of Transport of the PRC, the following procedure for the use of permits has been established until December 31, 2026:

  1. Backup method of travel (paper form).

When carrying out transportation using an electronic permit in the cabin of a Belarusian carrier's vehicle, it is recommended to have a Chinese paper permit as a backup method of travel. In case of technical failures or problems when checking the electronic permit, vehicle inspection will be carried out based on the paper permit.

  1. Use of previously issued paper permits.

All paper permits for travel on the territory of the PRC previously obtained by road carriers remain valid and may be used to carry out transportation until the expiration of their established validity period without the need to mandatorily issue an electronic permit.

In order to prepare in advance for work in the system, the Transport Inspectorate recommends familiarizing yourself with the updated User Guide (carrier), posted on the inspectorate's official website. The procedure for ordering, activating, and using digital forms is detailed in this Guide, which any interested party can review.
