The Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus (MART) identified and stopped a violation of antimonopoly legislation in the actions of the national postal operator RUE 'Belpochta'. As a result of the measures taken by the ministry, the cost of an important technological service for third-party telecommunications operators was promptly reduced by 66%.
What was the violation of antimonopoly legislation?
The MART Commission established that RUE 'Belpochta' had been maintaining a monopolistically inflated tariff for a long time for the transmission of necessary data on registered mail items to a single automated accounting system.
Specialists of the antimonopoly agency conducted a detailed economic analysis of the service's cost and found that from September 2025 to March 2026, the enterprise's actual expenses for maintaining this system significantly decreased. At the same time, the total number of processed and transmitted information records increased considerably. However, contrary to market logic, the tariff for other participants in the postal services market remained unchanged and economically unjustified.
How did the cost of services change for postal operators?
After the official application of the antimonopoly measures established by legislation by MART, the national operator revised its tariff policy towards reduction.
Thanks to the regulator's intervention:
Significance for the market: The cost of the service for independent postal operators decreased exactly threefold. Reducing the financial burden on market participants promotes the development of fair competition and the creation of equal conditions for all business entities in the country's logistics and postal sectors.
