The Ministry of Labor and Social Protection has clarified which working citizens are entitled to receive both a salary and a benefit for the care of disabled persons at the same time. It turns out that legislation allows this possibility, provided a number of conditions are met.

As the ministry explained, parents, children, spouses, as well as guardians (trustees) of Group I disabled persons or individuals who have reached the age of 80 can apply for the payment. However, to do so, the applicant must meet a number of important criteria.

First, it is possible to work under an employment contract, but strictly on the condition of part-time work. At the same time, the total duration of employment must not exceed half of the traditional working week.

Second, the law allows individual entrepreneurs who are not actually conducting activities to receive the benefit – for example, those who are in the process of ceasing their business or have suspended their work. A similar rule applies to lawyers and notaries with suspended powers.

A separate exception has been made for parents who are on leave to care for a child under the age of three. Moreover, this applies both to those employed under a contract and to military personnel, as well as to full-time students and residents in full-time study programs.

To arrange the payment, it will be necessary to gather a package of documents:

— an application;

— a passport;

— an employment record;

— a medical certificate of absence from psychiatric and narcological records;

when caring for a person over 80 years of age – a conclusion from a medical commission on the need for permanent care.

Documents confirming kinship or marriage with the care recipient will also be required, a certificate from the place of work about the part-time schedule and, if necessary, a certificate of study or of leave to care for a child.

The benefit, as the ministry specified, is assigned from the date the application is filed. Its amount depends on the number of wards:

— for one disabled person, 100% of the subsistence minimum budget is paid (currently 530.37 rubles);

— for two or more – 120% of the subsistence minimum budget (636.44 rubles).

Payments in these amounts are in effect until October 31, 2026.

Documents for the assignment of the benefit for the care of a disabled or elderly person can be submitted to the "One Window" service of the local executive committee or to the department of labor, employment, and social protection at the place of residence of the person in need of care.
