Cameras under new rules: Belarus changes procedure for video surveillance system operation

In Belarus, the rules for the operation of the republican public security monitoring system were adjusted. The corresponding decree, changing the financing procedure, expanding the range of users and functionality of surveillance cameras, was signed by the country's President Alexander Lukashenko.

The amendments significantly change the financial burden on the process participants and open new technical possibilities for the controlling authorities.

Relief for residents and new obligations for business

One of the main innovations of the document was the exemption of ordinary citizens from associated expenses for public security. From now on, apartment owners in multi-apartment residential buildings are completely exempt from paying for the electricity consumed by the republican system's cameras, as well as from expenses for the technical maintenance of this infrastructure.

At the same time, legal entities and individual entrepreneurs (IPs) will be more actively involved in co-financing the system. In addition, regional executive committees (oblistsovet) and the Ministry of Internal Affairs (MinGorIspol) are now tasked with annually reviewing and updating lists of objects where the installation of surveillance cameras is mandatory.

Expansion of access and control over traffic rules (PDD)

The decree significantly expands the list of agencies that can use data from the republican public security monitoring system. Now, full access to video transmissions and archives will be granted to units of the Armed Forces of the Republic of Belarus.

Also, public security cameras officially received new powers in the road sector. Their technical potential is now allowed to be used for automatic recording of traffic rule violations (PDD). This will allow strengthening road control and promptly identifying violators without involving additional GAI (traffic police) crews.
