Is it allowed for me as a carrier, with the permission of the customs authority, to change the place of delivery of goods without completing the customs procedure of customs transit? And is it necessary in this case to place the vehicle with the goods in the customs control zone?

The head of the department of customs operations and control No. 1 of the Gomel customs post of the Gomel regional customs, Dmitry Zakharov, responds:

— This is possible, but only in a certain case. In accordance with paragraph 7 of article 145 of the Customs Code of the Eurasian Economic Union, it is allowed to change the place of delivery of goods without completing the customs procedure of customs transit, if this place is located in the same region of activity where the initially established customs authority of departure place of delivery of goods, in the order established by the legislation of the member states on customs regulation.

When changing the place of delivery of goods without completing the customs procedure of customs transit, in accordance with paragraph 2.7 of the resolution of the Council of Ministers of the Republic of Belarus No. 509 "On measures to implement the law of the Republic of Belarus "On customs regulation in the Republic of Belarus"', it is not required to present the vehicle and (or) goods placed under the customs procedure of customs transit to the customs authority.
