The Ministry of Architecture and Construction has approved Amendment No. 4 to the construction standards SN 3.01.03-2020 “Planning and Development of Settlements”. The new rules will come into force on December 1 and will abolish the possibility of building closer than the normative distances. The innovations were reported by journalists of Pristalica.by together with the Architecture and Construction Department of the Minsk District Executive Committee.

What will change for developers

According to the decree of the Ministry of Architecture and Construction dated August 25, 2026 No. 70, strict normative distances are being established in Belarus for the development of adjacent land plots. Now compliance with these distances becomes a mandatory requirement, independent

But what should those who already have consent for deviation and have prepared project documentation do if the object is under construction?

– If changes occur during construction work, this fact must be recorded by making amendments to the project documentation. Deviating from the project documentation when compiling the technical specifications statement in BTI will certify the fact of unauthorized construction, which will be an obstacle to putting the facility into operation, – the management explains.

Those who have already obtained neighbors' consent to deviate from the norms (for example, a distance of 1.20 meters) must amend the project documentation by December 1. After the new rules come into force, this will no longer be possible.

The Minskraiispolkom draws attention: Decree No. 253 of July 25, 2022 "On the simplified procedure for accepting construction facilities into operation" remains in effect.

Furthermore, if there are structures located less than one meter from the boundary, they may be put into operation, but obtaining notarized consent is not required in this case.
