
The technical code on methods for assessing intellectual property will be introduced in Belarus by the end of the year. This was announced by Denis Korzhitsky, Chairman of the State Committee for Science and Technology, at the VI International Scientific-Practical Conference "Intellectual Property in the Modern World: Challenges of the Time and Prospects for Development" in Minsk, BELTA reports.
In the code "Assessment of the Value of Civil Rights Objects. Assessment of the Value of Intellectual Property Objects and Property Rights Thereto," uniform approaches, procedures, and methodology for determining the value of intellectual property objects are established.
As Denis Korzhitsky explained, to form the infrastructure of the intellectual property market and develop technology transfer in the country, the fee for patenting the results of intellectual activity created with the participation of budget funds has been abolished, and the certification of about 100 appraisers has been ensured. In Belarus, the Intellectual Property Exchange is constantly being modernized, where about 800 patented developments are posted annually. In 2025, the exchange introduced the possibility of posting technological requests from representatives of the real sector seeking opportunities for innovative development of their businesses.
The Chairman of the GKNT noted: "Today, issues of synergy between intellectual property and the creative sector of the economy hold a special place. The results of intellectual activity constitute the main asset of creative industries, turning creative ideas into products and exports. Thus, according to UN estimates, creative goods and services already account for more than 3% of global GDP, and their annual volume exceeds $2 trillion. Moreover, their growth rates consistently outpace the global average for other sectors."
The Ministry of Economy and Belstat, by a joint resolution, approved an aggregated grouping of types of economic activity attributed to creative industries. According to the results of 2025, their contribution to Belarus's GDP reached 5%, which is above the global average. Belstat plans to create a thematic section "Creative Economy" with metrics of its development.
Denis Korzhitsky added that in Belarus, items of clothing, wardrobe, and interior design have been patented as objects of industrial property rights. "The speed and transparency of the process of obtaining legal protection determine how quickly ideas can reach the market and become a source of income. As a key regulatory tool, the legislative framework must be internally consistent and accessible to business entities, since this determines the effectiveness of the national IP system," he said.
The law of July 17, 2026 No. 170-Z is the largest comprehensive update of intellectual property legislation in the last decade, which includes amendments to all six special laws in the IP field, as well as the Tax Code, the laws "On Scientific and Technical Information" and "On State Procurement."
As noted by the chairman of the GKNT, in order to ensure the gradual implementation of the updated legal regulation system, a three-stage procedure for bringing the norms into force has been provided. As of July 26, 2026, the general norms and provisions on compulsory licenses came into effect. As of January 26, 2027, amendments to the copyright law will come into effect, which require prior adoption of subordinate acts by the Council of Ministers. As of July 26, 2027, the key blocks concerning industrial property will come into effect, including optimized terms for conducting examinations, as well as provisions of the Tax Code.
