Belarus Introduces Ban on Export of Certain Industrial Goods

Starting September 23, 2026, Belarus is imposing a six-month ban on the export of a number of industrial goods. The соответствующее resolution was signed by Prime Minister Aleksandr Turchin.

The authorities explain this step as necessary to protect the domestic market from shortages.

At the same time, the rules for domestic exporters are being substantially eased, and restrictions are being lifted on goods that previously had no demand abroad.

The government has updated the list of goods subject to a temporary export ban. This time, the document was prepared with an eye on the actual practice of applying previous restrictions.

The categories of goods where the permitting procedure turned out to be effectively a dead letter were excluded from the list. If during the period of the previous measures businesses filed no applications for export (or their number was negligible), keeping such items under the ban was considered pointless.

Bureaucratic barriers for domestic manufacturers also went under the knife. Shipments intended to replenish the stocks of the goods-distribution network of Belarusian factories and plants abroad have been fully removed from the scope of the ban. A similar easing applies to shipments addressed to special representatives of enterprises.

The government also turned its attention to the difficulties of technical maintenance. Previously, the export of certain types of machinery and equipment was stalled due to the lengthy process of securing export permits.

Now, if a good is being exported for export operations or service maintenance, and this procedure was complicated by red tape, the restrictions are lifted.

The resolution also spells out an expanded list of cases in which obtaining special approval for export is no longer required at all. This is expected to simplify logistics for bona fide participants in foreign economic activity.
