Starting September 23, 2026, Belarus is introducing a six-month ban on the export of a number of industrial goods. The corresponding resolution was signed by Prime Minister Alexander Turchin.

The authorities explain this step as necessary to protect the domestic market from shortages.

At the same time, rules for domestic exporters are being significantly relaxed, and restrictions are being lifted on goods that previously had no demand abroad.

The government has updated the list of goods subject to the temporary export ban. This time, the document was prepared with an eye to the actual practice of applying previous restrictions.

Categories of goods where the permit procedure turned out to be effectively dead weight were excluded from the list. If, during the previous measures, businesses did not submit export applications (or submitted very few), keeping such items under the ban was considered pointless.

Bureaucratic barriers for domestic producers were also cut. Supplies intended to replenish the warehouses of the distribution network of Belarusian plants and factories abroad have been completely removed from the scope of the ban. A similar relaxation applies to shipments to special representatives of enterprises.

The government also noted the difficulties of maintenance. Previously, the export of certain types of machinery and equipment was stalled due to the long time required to obtain export permits.

Now, if goods are exported for export operations or service maintenance, and this procedure was complicated by red tape, the restrictions are lifted.

The resolution also spells out an expanded list of cases where obtaining special approval for export is no longer required at all. This should simplify logistics for bona fide participants in foreign economic activity.
