Belarus gets its first two crypto banks

On September 28, 2026, at a meeting of the Supervisory Board of the High-Tech Park in Minsk, chaired by Prime Minister Alexander Turchin, a decision was made to register the first two crypto banks in the country's history as residents of the HTP.

This was the result of six months of rule-making work to implement the head of state's decree, which came into force in July 2026, BELTA reports.

The Supervisory Board meeting considered issues of further development of the Belarusian crypto sector.

Prime Minister Alexander Turchin recalled that active rule-making work had been carried out for more than six months to implement the head of state's decree on the activities of crypto banks, which came into force in July of this year.

A number of government resolutions, legal acts of the National Bank and the Supervisory Board of the High-Tech Park were adopted.

The necessary organizational measures have been implemented to put into practice the ideas laid down in the decree.

The result of all the work done was the prepared decisions to register the first two crypto banks in the country's history in the park.

Anna Ryabova, head of the HTP Supervisory Board Secretariat, called the event a landmark.

According to her, two crypto banks in the country are starting their journey: first they appear as HTP residents, and then undergo appropriate accreditation at the National Bank.

Dmitry Kalechits, First Deputy Head of the Park's Supervisory Board Secretariat, explained to journalists that the HTP and the National Bank have regulated the main aspects of a crypto bank's activities — from requirements to operations performed and reporting matters.

He stressed that this is a very positive evolutionary step that will bring traditional finance and the crypto sphere closer together.

A great deal of work has been done by organizations that have applied to become crypto banks.

Professional teams and IT architecture have been formed, and technical and legal audits have been completed.

The organizations that are now planning to become crypto banks are well-known players both in the park and on the crypto market, with fairly good practical experience in the crypto sphere.

Dmitry Kalechits drew attention to the dual regulation — by the HTP and the National Bank.

In his opinion, this will have a favorable impact on improving the ecosystem of financial flows, increasing the technological sophistication of this business, trust in financial institutions, as well as attracting investment and increasing income in the country.

The second stage is inclusion in the National Bank's register of crypto banks.

As Dmitry Kalechits noted, the goal of developing the crypto sphere is to combine classical banking operations with cryptocurrency operations.

The world is seeing the integration of various segments of the financial market.

The decisions being made should serve to improve the efficiency of the financial market's functioning, diversify various kinds of financial instruments, enhance the possibilities for protecting savings, and increase the diversity of financial operations available to users of financial services.
