An innovation of the law 'On Drinking Water Supply and Sewerage (Sewage)' was the creation of uniform conditions for providing the service of transporting wastewater by sanitation transport from non-centralized sewerage systems.

Today, the calculation for the work of a sanitation truck is formed by the spontaneous market conjuncture of these services, depending on the urgency of solving the communal problem, the availability of free special transport, and the 'appetite' of the sanitation truck owner. Sometimes the discrepancy in the cost of the truck's work among different legal entities or individual entrepreneurs could reach several hundred rubles, which is quite noticeable for homeowners.

A uniform procedure for providing the service will be established by a separate decree. Currently, the document is undergoing legal examination in the Ministry of Justice. To form a unified approach, the draft decree provides for an algorithm for providing the service of wastewater removal.

Local authorities will post on their websites information about the performers and the tariffs they set. An application can be submitted via the 115 service, and the service can be paid for via the ERiP. To reduce the cost of the service, local authorities will be able to determine the optimal radius for wastewater transportation and the places of its reception. Moreover, carriers will be obliged to discharge wastewater only at specialized stations.

It is also planned to establish requirements for wastewater accumulators — cesspits, including — the maximum level of their filling.
