The budget has a clear social orientation, with an 11-12% increase in funding for objects in the social sphere. Particular attention is paid to raising the level of wages for workers in the budget sphere. Special attention is focused on increasing salaries for both junior medical personnel and in preschool institutions. Emphasis is also placed on supporting large families and families with children, including the payment of family capital, state support for housing construction, and an investment program that includes the construction of social sphere facilities such as hospitals, schools, and kindergartens. Support for scientific and innovative activities is also ensured. Special attention is given to the road fund, with more allocations to be directed towards the repair of republican roads in the coming year, said Vasily Panasyuk.

The revenue part of the budget will amount to 58.9 billion rubles, and the expenditure part will be 60.8 billion rubles. Thus, the budget is formed with a deficit. The smaller budget deficit in 2027 compared to the expected one in the outgoing year is primarily due to the fact that the success of the economy provides a guarantee for the formation of the corresponding tax base. The budget for the coming year was formed in close conjunction with the parameters of socio-economic development and monetary policy of the country for the coming year, taking into account the predicted growth of GDP, investments in fixed capital, real cash incomes of the population, and export of services. All these parameters were maximally taken into account when forming both the revenue and expenditure parts of the budget, noted the deputy.

According to him, industry and agriculture also play an important role in the formation of the revenue part of the budget. We pay special attention to supporting the agro-industrial complex, and now we are receiving from food exports, ensuring our own food security, roughly the same figures that we received from oil refining 10 years ago, Vasily Panasyuk pointed out. We are increasing expenditures on supporting agriculture by more than 21% in terms of targeted allocations, taking into account the consolidated budget of the regions. We are allocating more funds for the purchase of mineral fertilizers. That is, we are paying attention to agriculture, and it is paying off many times over, ensuring a contribution to the formation of the revenue part of the budget.

Vasily Panasyuk noted that, taking into account inflation, taxes denominated in Belarusian rubles have been updated. The rates of excise goods have been differentiated, including in accordance with international agreements.

Despite the fact that the budget project is pragmatic, conservative, takes into account all risks and threats to the country's economy, the person, their needs, and the protection of interests are given top priority. All social obligations undertaken by the state can be fulfilled, he concluded.

Today, an extended meeting of the Standing Committee of the House of Representatives on Budget and Finance was held, where the draft laws "On Amending the Tax Code of the Republic of Belarus", "On the Republican Budget for 2027", and "On the Budget of the State Extra-Budgetary Fund for Social Protection of the Population of the Republic of Belarus for 2027" were considered.
