The Directive of the President of the Republic of Belarus dated March 4, 2019 No. 6 “On Rural Development and Improving the Efficiency of the Agricultural Sector” states that the agro-industrial complex and its core sector, agriculture, are the leading system-forming sectors of the economy for our country, shaping the market for agricultural products and food, food and economic security, and labor and social potential in rural areas.

In this regard, the district prosecutor’s office has organized supervisory measures on an ongoing basis in the agro-industrial complex, primarily in connection with the performance of field work by agricultural organizations.

Inspections carried out this month showed that, on the whole, farmers are taking measures to prevent cases of mismanagement and wastefulness. However, in two agricultural organizations, unacceptable facts were found of storing harvested grain crops in the open air, as well as in places not specifically intended for these purposes and having openings throughout through which precipitation could enter.

When visiting fields where grain harvesters and grain transport vehicles were working, workers’ waybills and fire extinguishing equipment were checked. In one of the agricultural organizations, a truck was missing a tarpaulin, which is unacceptable when transporting grain. The prosecutor also drew farmers’ attention to the efficient use of agricultural machinery and compliance with technical regulations during its operation.

A study of feed procurement issues showed that heads of agricultural organizations generally take a responsible approach to this activity, understanding its importance in ensuring a reliable feed base ahead of the winter stall period. At the same time, attention was drawn to the inadmissibility of violating the deadlines for placing feed in storage facilities, compliance with requirements for covering them, and other matters. In addition, a number of managers were required to take measures to remove rolls of hay and straw from the fields to prevent them from spoiling.

Violations of labor protection legislation have been identified. The most common among them are the absence of chocks (at least two) under the wheels of machinery during repairs to prevent it from moving on its own, placing agricultural machinery for repair on random objects (wooden blocks) rather than on special stands (trestles) with a specified permissible load, inspection pits in repair shops still not being covered with decking, and other violations.

Based on these identified violations, the district prosecutor's office has submitted a representation to the district executive committee regarding their elimination and prevention in the future. Compliance with the prosecutor's demands is being monitored.

According to the provisions of Decree No. 5 of the President of the Republic of Belarus dated December 15, 2014 "On Strengthening Requirements for Managerial Personnel and Employees of Organizations", the head of an organization, under personal responsibility, is obliged to ensure production and technological discipline (compliance with established technological regulations and standards in the production of goods, requirements of the production process, product manufacturing technology, as well as ensuring requirements for the rational use of raw materials, material and human resources), executive discipline, and labor discipline.
