
The Belarusbank issues a preferential loan to young specialists based on the Presidential Decree No. 631. Such a loan is issued for a period of up to 5 years at an interest rate of 2.31% per annum (25% of the National Bank's refinancing rate). Repayment begins 6 months after the conclusion of the loan agreement in equal installments throughout the entire period. The loan amount is up to 30 budgets of the subsistence minimum for the able-bodied population, which is currently more than 17 thousand rubles, but, of course, within the borrower's paying capacity. The loan is issued for the purchase of non-food consumer goods of Belarusian production: furniture, household appliances, clothing, dishes, and other goods for home furnishing. The method of provision is a non-cash transfer to the sellers' accounts.
The right to receive a preferential loan is granted to graduates of state educational institutions and consumer cooperation education institutions who have started working in an organization located not in the place of residence of the young specialist's parents.
To obtain a preferential loan, one must apply not to the Belarusbank, but to the personnel department or the head of their organization with a request to send a petition to the district executive committee to include the specialist in the list for receiving a preferential loan. The loan agreement must be concluded within one year from the date of appointment to the first position. The right to receive a preferential loan is granted only once.
A mandatory condition is that the young specialist works for the period of their obligatory work or at least 2 years from the date of conclusion of the loan agreement (for those who have found employment independently). If the established period is not worked out, the bank will recalculate the interest: the refinancing rate will increase by 3 percentage points.
Regarding guarantees, compensations, and payments
The state guarantees young specialists employment in accordance with their received specialty and assigned qualification. The employer is not entitled to hire them for a different position or profession. When concluding an employment contract for young specialists, a preliminary trial period is not established. The employer does not have the right to dismiss such an employee, and labor relations with them can be terminated only in limited situations (enrollment in daytime education, liquidation of the organization, commission of guilty actions, etc.).
Before being employed in an organization according to the distribution, graduates have the right to rest for 31 working days, and those who are sent to work as pedagogical workers have the right to rest for 45 calendar days.
Graduates assigned to work in another locality are reimbursed for their own travel costs and those of family members moving with them, for the transport of property, and for daily allowances for each day spent traveling. The employee receives a one‑time payment equal to his monthly tariff rate at the new workplace, and each family member receives one quarter of that amount.
One of the measures to incentivize young specialists is additional payments. For example, such payments during the mandatory service period for young specialists in the Ministry of Education and the Ministry of Culture range from 20 to 45 percent of the salary, in the Ministry of Sports from 10 to 50 percent, in the Ministry of Health from 20 to 50 percent, and in the Ministry of Labor and Social Protection 20 percent of the salary. The largest payments are for young men and women included in the database of gifted and talented youth. In organizations of the agro‑industrial complex, the monthly additional payment to young specialists with higher and secondary specialized education amounts to 300 rubles, and this payment is granted for two years from the date of signing the employment contract or agreement. An additional monthly payment of 243 rubles is set for managers and specialists with higher and secondary specialized education who have worked for two years under distribution and remained working in the same organization for the following three years.
On rental housing
According to Article 111 of the Housing Code of the Republic of Belarus, young specialists have priority right to receive rental housing (if they do not have their own housing in that settlement).
An important incentive for young people is the prospect of buying out rental housing. According to Presidential Decree No. 235, the right to purchase rental housing is granted to citizens in settlements with a population of up to 20,000 people (except for the Minsk district). However, not everyone can buy out rental housing, only representatives of the professions most in demand by the economy. The right to purchase is granted to employees deemed in need of improved housing conditions, who have worked diligently at the enterprise and lived in rented housing
In the current year, a 16-apartment residential building will be put into operation in Glusk, of which 8 apartments will be rental. The state is actively encouraging enterprises to build housing for their employees by subsidizing interest on loans (Decree No. 344).
About service in the reserve
Service in the reserve is one of the ways to fulfill military duty without interrupting labor activity. According to the Law on Military Duty and Military Service, citizens subject to conscription for compulsory military service are subject to call-up to the reserve in the absence of a need for servicemen of the compulsory form. Applicants to the reserve can be graduates of universities or secondary specialized educational institutions employed in key sectors of the economy, such as agriculture, education, healthcare, as well as those with complex family circumstances, but who do not have the right to deferment from conscription due to family circumstances.
The term of service in the reserve depends on the level of education: for citizens without higher education, it is three academic years, for citizens with higher education, it is two academic years, and those who have undergone training at military departments or faculties serve for one academic year.
For reservists of the first academic year, the duration of classes and training sessions is from 300 to 850 academic hours, and for the second and third academic years, it is 250 academic hours per academic year.
