On October 6, during the exercise of control in the field of environmental protection and rational use of natural resources, employees of the district environmental service established a fact of environmental pollution with waste.

Clarification of the circumstances of this incident led to a specific individual - citizen V., who on September 27, at half past twelve, acting in violation of paragraph 1 of Article 68 of the Law of the Republic of Belarus of November 26, 1992, No. 1982-XII "On Environmental Protection", paragraph 8 of Article 19, paragraph 1 of Article 26 of the Law of the Republic of Belarus of July 20, 2007, No. 271-3 "On Waste Management", arranged for the storage of waste on a land plot near the village of Vostochy (on the eastern side) outside of authorized areas.

In legal terms, the assortment of the "dump" consisted of: "Wooden construction waste" (code 1720200, fourth class of danger) and "Products made of natural wood that have lost their consumer properties" (code 1720102, same class of danger). In other words, ordinary firewood and cuttings, which citizen V. delivered to the site using a motoblock.

The scale of the disaster, of course, is not industrial. The damage to the environment is estimated at 257 rubles. A lot or a little? Everyone has their own opinion on this matter, but this is precisely the amount that involuntarily makes one think: was the game worth the candle? The fine for an individual under part 3 of Article 16.44 of the Administrative Code is from five to thirty basic units. That is, even at the lower limit, the punishment significantly exceeds the damage caused. And this means that the economics of "self-removal" is obviously unprofitable.

In connection with the investigation of this incident, the head of the Kruhlyansky District Inspection of Natural Resources and Environmental Protection, Viktar Atrashkevich, explains: "We would like to remind citizens once again that on the territory of our district, a scheme for waste management approved by the chairman of the Kruhlyansky District Executive Committee is in effect, which provides for the removal of municipal waste from populated areas of the district and the city of Kruhloe to the city's solid waste landfill on specific days. The specialized organization Kruhlyansky UE "Zhilkomhoz" is obliged not to allow violations of the waste removal schedule under contracts concluded with the population.

And as for those who think that it is easier to take unnecessary wood or other household and construction waste to the nearest forest or field rather than wait for the scheduled removal, we would like to inform them once again that disposing of waste outside authorized areas leads to an investigation into the fact of environmental pollution with subsequent claims depending on the area and hazard class of the disposed waste.

According to Part 3 of Article 16.44 of the Administrative Code of the Republic of Belarus, this act is punishable by administrative liability with a fine: for individuals, from five to thirty, and for legal entities, up to five hundred base units.

In other words, one way or another, the perpetrator of an unauthorized dump will have to answer to the law.
