
The Vitebsk District Prosecutor's Office has discovered several cases of fictitious employment. People were formally employed at agricultural enterprises and educational institutions, although in reality they did not work there.
One such case has already reached the court. A foreman at an agricultural enterprise had been fictitiously employing workers for four years, and had been taking their allocated salaries for himself. Over this period, the amount exceeded 190 thousand rubles. The court found the man guilty of embezzlement through abuse of official powers on a large scale.
The prosecutor's office discovered a similar scheme in educational institutions in the Vitebsk District. The head of these institutions had been formally employing people who did not actually perform any work for six years.
At the same time, this fictitious employment gave them quite real benefits. Periods of such "work" were counted towards their work experience, and utility services were paid for at state-subsidized rates.
After the check, the orders for the hiring, transfer, and dismissal of fictitious employees were cancelled. Now, the information on their personal accounts and the data sent to the Social Security Fund must be corrected. It is also necessary to determine how much money the enterprises unjustifiably transferred to the fund for such workers and decide on the issue of returning this money.
The citizens themselves must be classified as unemployed and their utility bills recalculated.
